The great Illinois Funeral Directors Association  Preneed Scandal is an issue in the Race for governor of the State of Illinois. The Preneed Trust Scandal has forced Financial hardship on many Funeral Directors in the State. Many will have to work into retirement. Some funeral homes have closed. 100 million dollars  is gone! Bankruptcy is being considered by some Funeral Directors.

The situation is still unresolved, tied up in the Courts. The Association is in need of a trustee because Merrill Lynch has pulled out. The political question is-Has the way Comptroller Dan Hynes handled the (IFDA)matter disqualified him to be Governor of the State of Illinois?

Summary:

In 1980, the Comptroller’s office licensed Illinois Funeral Directors Association to administer a “pre-need” funeral trust fund. Using these funds, consumers can plan and pay for funerals in advance. In this case, the funeral costs were paid to local funeral directors, who then invested the consumers’ deposits in the IFDA trust fund. Over time, about 50,000 consumers paid $300 million into the fund.

Normally, these pre-need funeral trust funds – which by law are supervised by the Comptroller’s office – are conservatively invested. That way, the funds generate a modest but reliable profit, so funeral home directors do not lose money when they provide a funeral in 2010 that was bought at 1995 prices.

However, in the mid-1980s, IFDA Services embarked on a risky investment scheme, using the bulk of consumers’ money to buy expensive “variable universal life” (VUL) insurance policies on funeral home directors.

VUL policies do not provide a specified death benefit; instead, the actual payout depends on the ups and downs of the stock market. They carry hefty management fees, and they can trigger huge tax penalties on payout. These policies also have low cash values, so fund managers can’t readily bail out and find better investments if the stock market tanks.

The entire scheme depended on receiving frequent cash injections from these insurance policies. That meant the insured funeral home directors had to die on schedule – which, not surprisingly, they failed to do.

These VUL insurance policies do have one huge advantage – for the agents who sell them. The premiums on these policies are very high. A lawsuit against the IFDA states that the fund paid $90 million in premiums on insurance policies with total death benefits estimated at $357 million. Since the scheme’s final collapse in 2009, the majority of those policies are being cashed in – for about $100 million.

The IFDA trust fund apparently used money from new investors to pay a modest but steady stream of “profits” to previous investors. That is the “Ponzi scheme” system made infamous, most recently, by Bernard Madoff.

As a result, an estimated $100 million in consumer dollars vanished from the fund, and hundreds of family-owned funeral homes throughout Illinois are facing serious financial losses – even bankruptcy.

“We all know that Dan Hynes waited far too long to act on disturbing reports about conditions at the Burr Oak Cemetery,” Austin said.  “The IFDA scandal shows that  Comptroller Hynes has a decade-long history of ignoring serious problems – with disastrous consequences for 50,000 Illinois consumers.”

Austin noted that Hynes has refused to provide documents requested by Bruce Rushton, a reporter for the Springfield State Journal-Register, that might shed light on the Comptroller’s delay in acting to end the fraud and protect consumers.

Senator Roland Burris has employed a PR Representative that is answering questions on the IFDA Funeral Directors Scam. The Illinois Funeral Directors Association went through 59 million dollars in the IFDA Preneed Trust Ponzi Scheme.

Roland Burris has refused to answer questions about his involvement in the Illinois Funeral Directors Association Scheme. Asked many times by the State Journal Register newspaper in Springfield about his licensing of the IFDA Preneed trust in 1980, and his lobbying for the firm in 2007  Senator Burris and his staff have refused to release any details of consequence.

This is also true of Burris’s PR Representative. Check this out from a recent Spring field, IL  State Journal Register  Newspaper and web article.

“U.S. Sen. Roland Burris was comptroller when the IFDA got its license in 1980, but the senator, who was hired as an IFDA lobbyist two years ago, when the fund was under scrutiny by regulators, has refused to answer questions.

Delmarie Cobb, a Chicago public-relations specialist hired by Burris, said via e-mail that the fund slipped under the watch of current Comptroller Dan Hynes. Cobb did not address questions about Burris’ role as an IFDA lobbyist.”

So Burris is continuing the political name blame game on the funeral scam in Illinois.

Roland Burris a sitting US Senator (D-IL) still has not answered questions from a Springfield Illinois Newspaper about his involvement in the IFDA Preneed Trust Ponzi scheme. It is now it is almost 2 Months after The World Net Daily article of January 16th 2009, where his questionable involvement with the IFDA was first reported.

In a  March 5th Editorial entitled “Our opinion: Cleaning up Funeral Mess a Big Job” it was noted that Senator Roland Burris has not responded to questions from the State Journal Register.

* The IFDA would never have been allowed into the trust fund business had then-Comptroller Roland Burris not authorized it to manage the trust in 1980. The IFDA later was a lobbying client for Burris, who met with state officials in 2007 after Comptroller Dan Hynes’ office warned that the fund had a $39 million deficit. Hynes stripped the IFDA of authority to manage the trust in September of that year and ruled that it never should have had that authority.

“Burris, now a U.S. senator, owes an explanation on his role in both those events. (He has not responded to The State Journal-Register’s questions.)”

The Illinois Funeral Directors Association needs to take responsibility for it’s Madoff like Ponzi scheme here. As stated in the Editorial :

“They were paying Beneficiary A’s benefits with Beneficiary B’s contributions,” said John Duggan, an Aurora attorney who has filed a similar suit. “That’s a classic Ponzi scheme.”

IFDA Leaders may end up being prosecuted and do the “purp walk” It certainly is quite possible that Senator Roland Burris-Dem Il- may be prosecuted as well.

What is the biggest factor that keeps up the average cost of a funeral?| It is politics my friend. Funeral Directors, Politicians and Lobbyists.

What is the corruption Capital of the United States? Some still insist on Washington DC, but focus is now on ILLINOIS. It is quite apparent that funeral Industry and politicos corruption is present in both places.

In the State of Illinois corruption in the Funeral Industry has recently come to light. Most of the corruption there has been centered around the Illinois Funeral Directors Association(IFDA) management of a 300 Million Dollar Trust Fund.

Last week there was an uncountable number of News Articles(Some Here) about  the New Senator (D-IL) Roland Burris. and his connection to The Illinois Funeral Directors Association. He gave the IFDA their License to manage the Trust Fund. Burris lobbied for the IFDA and Collected money for his efforts.

The bad news is that the  Current Comptroller said- Burris should NOT  have given the license in the first place. The managers of the fund have been the  focus of two lawsuits. One is class action and another alleging the whole  IFDA thing a Ponzi Scheme.

Besides Senator Roland Burris being In- Bed-ed with the the Corrupt Funeral Industry another Congressional leader is  in the House is In -Bed-ed with Funeral Directors. His name is Charlie Rangal. Rangal  is under investigation for tax evasion. He is the head of the Powerful House Ways an Means Commitee.

It seems that Leading Funeral Directors are showing  politician and lobbyist love, in Washington DC and Illinois. They are showing Valentine Love in a non changing way. See Picture to to left and above.

Not all Funeral Directors are involved with corrupt politicians.

Breaking News 2/7/2009-Yesterday Senator Roland Burris (D-IL) was revealed as a lobbyist in an alleged Funeral Industry Ponzi scheme. A spokesman for the current Comptroller Dan Hynes stated Burris  met once (AS LOBBYIST) with the IFDA staff and comptroller representatives showing up unannounced (2007).

After that the Now Senator wrote a letter to the  State of Illinois Comptroller Dan Hynes on behalf of the Illinois Funeral Directors Association and the IFDA Preneed Trust in July 2007.

This is a questionable situation all around for the Illinois Junior Senator.

First, he was the Guy who gave the Funeral Directors Association-IFDA-the license to manage  the Ponzi like fund in the first place. This happened when he was Comptroller in IL in 1980.

Second the now Senator renewed the IFDA’s license twenty times to manage the IFDA Preneed Trust Fund.

Third, current Comptroller Hynes took away the license (IFDA) to manage the fund in September 2007.

Fourth, Burris recieved political contibutions from the political action committee of the Illinois Funeral Directors Association of $2800USD.)

Fifth, Burris had a contract as a Lobbyist for the Illinois Funeral Directors Association that ran from 2007 to 2008.

The Gatehouse News service summed up the Ponzi Sheme like this:

“Believed to total about $300 million, a pre-need funeral trust fund once managed by the Illinois Funeral Directors Association is in financial trouble.

“In lawsuits filed against the IFDA by funeral home directors and consumers, plaintiffs compare the fund to a Ponzi scheme, saying new deposits were used to pay benefits while the fund’s value dropped.”
